Xi Jinping‘s GGI: A New Global Governance Push

President Xi Jinping unveiled the Global Governance Initiative (GGI) at the SCO Plus Meeting. This initiative, China's fourth major global proposal, aims to create a more equitable global governance system and strengthen the post-World War II international order. It emphasizes sovereign equality and multilateralism.

President Xi Jinping of China introduced the Global Governance Initiative (GGI) during the Shanghai Cooperation Organisation (SCO) Plus Meeting in Tianjin. This marks China‘s fourth significant global initiative, following the Global Development, Security, and Civilization Initiatives.

The GGI, according to President Xi, seeks to build a fairer and more just global governance system. He expressed his desire to collaborate with all nations to achieve this goal and foster a shared future for humanity. The two-day SCO summit, the largest in the organization’s 24-year history, included leaders from over 20 countries and representatives from 10 international organizations.

President Xi outlined five core principles for the GGI: respecting sovereign equality, upholding international law, promoting multilateralism, prioritizing people-centered approaches, and focusing on concrete actions. He emphasized that all nations, regardless of size or power, should be equal participants in global governance.

The world currently faces numerous challenges, including terrorism, refugee crises, and transnational crime. While peace and cooperation remain important historical trends, the President noted that Cold War mentalities, hegemonism, and protectionism continue to pose obstacles. He stressed the importance of upholding peaceful coexistence and strengthening win-win cooperation to navigate these difficulties.

The SCO, in President Xi‘s view, has played a vital role in improving global governance by promoting a new type of international relations based on mutual respect and cooperation. He highlighted China‘s long-standing commitment to a global governance model that prioritizes consultation and shared benefits. China‘s contributions, including the Belt and Road Initiative and the concept of a community with a shared future for humanity, aim to guide the world towards sustainable and inclusive development.

The SCO, founded on principles of mutual trust and respect, has achieved significant progress over the past 24 years. It has taken a leading role in combating terrorism, separatism, and extremism, successfully thwarting numerous related incidents. The organization’s engagement with the United Nations and other international bodies has further enhanced its influence. President Xi urged the SCO to take on a leadership role in implementing the GGI.

China, he pledged, will continue to share its market opportunities and implement plans for high-quality economic and trade cooperation within the SCO framework. The GGI, therefore, represents China‘s latest effort to shape the future of global governance.
